Este pilar está numa fase inicial e depois duma conferência bem-sucedida em 2022, com muitos projectos em carteira, está-se a implementar, neste momento, um projecto em parceria com Tax Justice Network (TJN) e Tax Justice Network Africa (TJNA) com o apoio da African Climate Foundation e busca:
- 1. Gerar pesquisa e dados para informar os processos de formulação de políticas nos países ricos em recursos da África sobre tributação e Mobilização de Recursos Domésticos (DRM, na sua sigla inglesa), transição energética e financiamento climático.
- 2. Consciencializar as OSC, os formuladores de políticas e a mídia sobre justiça fiscal, transição energética e nexo com a crise climática.
Os principais actores envolvidos são OSC trabalhando em justiça tributária, justiça climática e justiça de recursos naturais, governos/decisores políticos (parlamentares e tecnocratas do Ministério da Economia e Finanças e do Ministério dos Recursos Minerais e Energia) e a mídia (jornalistas de rádio e TV).
A mudança final buscada com este projecto é influenciar a política fiscal para aumentar a mobilização de recursos domésticos nos países ricos em recursos da África para garantir o financiamento climático adequado e uma transição justa na África.
Este projecto envolverá a campanha ‘Stop the Bleeding‘ (STB) para mostrar as evidências geradas pela pesquisa do país para o trabalho de defesa de políticas pelos membros do consórcio STB. A nível global, envolverá a colaboração com alianças como a Global Alliance for Tax Justice (GATJ) para continuar a desafiar a OCDE e os países do G7 no injusto sistema financeiro/fiscal internacional que prejudica os esforços DRM da África através de Fluxos Financeiros Ilícitos e outros crimes financeiros relacionados.
