Neste pilar programático, a intervenção do CDD desdobra-se em três dimensões.
Primeira: Voluntários sobre Segurança & Direitos Humanos (VPSHR)
Sob liderança do Ministério da Justiça, Assuntos Constitucionais e Religiosos, esta intervenção está organizada em dois grupos de trabalho, o nacional, baseado em Maputo, e o regional, baseado em Cabo Delgado. Os Grupos de Trabalho contam com a assistência técnica do Centro de Governação do Sector de Segurança de Genebra (DCAF) e com o apoio dos Governos do Reino Unido e da Suíça.
Segunda: Resiliência ao Fechamento Democrático
Este programa propõe o uso estratégico do diálogo multissectorial como ferramenta para a resolução do conflito em Cabo Delgado. Deste modo, identifica a situação desejável, a metodologia e os recursos necessários para promover a resolução bem-sucedida do conflito, tendo a equipa do CDD e os parceiros estratégicos como facilitadores do diálogo.
Como resultado da pesquisa sobre a natureza e as raízes do conflito, bem como questões e opções relativas à sua resolução, este programa baseia-se no reconhecimento de que a aplicação da força por si só não vai resolver o conflito. Será necessária uma abordagem abrangente para a resolução do conflito. Portanto, é vital um diálogo que reconheça o valor e a importância do conhecimento local e das percepções das comunidades, bem como as suas aspirações.
O diálogo para a solução do conflito em Cabo Delgado faz parte do trabalho mais amplo de prevenção e combate ao extremismo violento em Moçambique através de pesquisa e programas assentes na juventude.
Terceira: Negócios e Direitos Humanos
As acções de advocacia deste programa giram em torno dos três pilares dos princípios orientadores das Nações Unidas sobre Negócios e Direitos Humanos, nomeadamente:
- Dever do Estado de proteger contra abusos de direitos humanos por parte de terceiros, incluindo empresas;
- Responsabilidade corporativa de respeitar os direitos humanos; e
- Acesso das vítimas a recursos judiciais e não judiciais.
Uma componente importante do trabalho do CDD neste programa inclui a advocacia sobre o direito ao desenvolvimento das comunidades afectadas pela indústria extractiva
