Security Memorandum between the Government and Total jeopardizes national sovereignty

On Monday, August 24, the French company Total E&P Mozambique Area 1 announced that it has signed a new memorandum of understanding with the Government of Mozambique regarding the safety of oil operations of the Mozambique LNG project under construction in the Afungi peninsula, Palma district, in the extreme north of Cabo Delgado. 

Despite recognizing the need to protect oil operations from terrorist attacks, the Center for Democracy and Development (CDD) believes that the model adopted for providing security is problematic because it basically means privatizing Mozambique’s sovereignty.

The Government has the duty to ensure, with its human, logistic and financial resources, political, economic and military stability throughout the national territory. By allowing the deployment of FDS troops to protect private interests in exchange for monetary payments, the government is privatizing the FDS services and, consequently, violating the Defense and Security Policy, approved by Law 17/97 of 1 October.
